MAST Capital plans to build 552 apartments at 10222 MCI Drive in Pinellas Park, replacing a former MCI call center with what would be the city's largest apartment community. City staff approved the preliminary site plan on September 30, and at least 221 of the units will be reserved for households earning up to 120% of area median income under Florida's Live Local Act (St. Pete Rising).

What Happened

The Miami-based developer filed plans for nine four-story buildings, none taller than 50 feet, on a 31-acre office property in the Gateway Centre Business Park along McCann Lake (St. Pete Rising). Florida YIMBY reported the approval of the preliminary plans on November 2 and described the project as possibly the largest multifamily development in Pinellas County (Florida YIMBY). St. Pete Rising described it as the largest apartment community in Pinellas Park (St. Pete Rising). The two outlets frame the scale differently, and neither cited a full county-wide comparison.

Kimley-Horn prepared the preliminary site plan application and Atwell prepared civil engineering plans (St. Pete Rising). An architect and general contractor have not been named, and the project does not yet have a public name (Florida YIMBY).

Project Details

The plan is split into two phases (St. Pete Rising):

  • Phase 1: 388 apartments, a 9,543-square-foot clubhouse and 600 parking spaces.
  • Phase 2: 164 apartments, a 7,186-square-foot clubhouse and 247 parking spaces.

In total the community would have 847 parking spaces and units ranging from studios to three bedrooms. Amenities include pickleball courts and a lakeside pedestrian walkway, and the site plan adds three new stormwater ponds (St. Pete Rising).

The Site

The property holds a three-story office building of about 125,000 square feet that opened in 1993 as an MCI call center. It was bought for $6.3 million in 2002 by Pinellas Plaza LLC, and in April 2025 ownership moved to two related entities, Pinellas J&S NV LLC and Pinellas S&S NV LLC, each holding half (St. Pete Rising). The application does not say when demolition of the office building would begin (St. Pete Rising).

How the Live Local Act Applies

The site is zoned industrial, which would not normally allow apartments. Florida's Live Local Act lets a developer build residential on commercial or industrial land if a required share of units is affordable. Here, at least 40% of the units, or 221 apartments, must be reserved for households earning 120% of area median income or less for at least 30 years. The other 331 units would be market rate (St. Pete Rising). Florida YIMBY reported the same 221-unit affordability commitment (Florida YIMBY).

Affordable housing projects continue to move forward elsewhere in Pinellas County, including smaller ownership projects such as the one covered in Habitat Breaks Ground on 26 Affordable Townhomes in Lealman.

Where Things Stand

No construction start or completion date has been disclosed (Florida YIMBY). A total project cost has not been reported. The preliminary site plan approval is an early step, and final plans and building permits would still be needed before work can begin.

Implications for Owners, Developers, Contractors and Subs

  • Developers and owners: The project is another example of the Live Local Act turning older suburban office and industrial parks into housing sites. Owners of underused office campuses in Florida are likely to keep studying the same path.
  • General contractors: Nine four-story buildings in two phases is a garden-style apartment scope, with significant sitework, stormwater and parking. A contractor has not been named.
  • Subcontractors: Demolition of a 125,000-square-foot office building, earthwork, three stormwater ponds and paving for 847 spaces create early packages before vertical construction.
  • Lenders and investors: New supply arrives as many Tampa Bay apartment owners face refinancing pressure, a trend covered in Tampa Bay Apartment Owners Face Refinancing Gap as Boom-Era Loans Mature.

What to Watch

  • Final site plan approval and building permit filings for Phase 1.
  • Selection of an architect and general contractor.
  • Timing of demolition of the former MCI office building.

Bottom Line

MAST Capital's 552-unit plan in Pinellas Park would convert a 31-acre former call center campus into one of the area's largest apartment communities, with 221 income-restricted units required under the Live Local Act. Preliminary approval is in hand, but cost, schedule and the building team have not been announced.
