Third Lake Partners and Echelon have announced the completion of ClearView at Echelon City Center, a 14-story, 363-unit apartment community with ground-floor retail in north St. Petersburg. The developers made the announcement on October 5, noting that the building welcomed its first residents earlier this year Third Lake Partners. It is the latest phase of what the partners describe as a $1 billion mixed-use district Tampa Bay Business and Wealth.

What Happened

ClearView sits at 101 Main Street North within Echelon City Center, in the Carillon area of St. Petersburg Florida YIMBY. The community includes one-, two- and three-bedroom apartments along with three-bedroom townhomes that have private garages Third Lake Partners. KAST Construction served as general contractor, ARC3 Architecture as architect and Interior Design Group as interior designer. ZRS Management operates the property Tampa Bay Business and Wealth.

The developers did not disclose a construction cost or financing for ClearView itself. The $1 billion figure refers to Echelon City Center as a whole Third Lake Partners.

The Building

  • Height and units: 14 stories with 363 apartments and townhomes Florida YIMBY.
  • Site: 1.68 acres, directly west of the Park & Main apartments St. Pete Rising.
  • Structure: a five-story parking garage wrapped at grade by retail, the residential lobby and eight three-story townhomes, with an amenity level on the sixth floor and residences on floors 7 through 14 St. Pete Rising.
  • Unit sizes: apartments from 725 to 2,263 square feet Florida YIMBY.
  • Amenities: a pool with private cabanas, grilling stations and fire pits, a clubhouse with a golf simulator, indoor and outdoor fitness areas and coworking space Third Lake Partners.

Sources differ on the amount of commercial space. Reporting at the topping out described more than 17,000 square feet of retail and restaurant space St. Pete Rising, while a later report put the ground-floor commercial area at 20,500 square feet Florida YIMBY.

Timeline

KAST began sitework in March 2024 Florida YIMBY. The tower had topped out by June 2025 St. Pete Rising. Florida YIMBY reported in May 2026 that construction was complete, and the developers formally announced completion in October after the first residents had moved in Third Lake Partners. That puts the path from sitework to occupancy at roughly two years for a 14-story podium building.

Where Echelon City Center Stands

Echelon City Center covers 20.5 acres. At full buildout it is planned for more than 2,300 multifamily units, 150,000 square feet of retail and 20,000 square feet of office space St. Pete Rising. Earlier residential buildings listed in that reporting include the 15-story, 226-unit WaterView Apartments and the five-story, 298-unit Axio at Carillon, both opened in 2021, and the 17-story, 176-unit Park & Main, which opened in 2025 St. Pete Rising.

Adding ClearView to those earlier phases brings the district to more than 1,000 delivered units, a little under half of the planned total. In 2025, the developer said its next project would be a 21-story mixed-use hotel and apartment tower with a groundbreaking expected in early 2026 St. Pete Rising. The October announcement does not give an update on that tower, and refers only to future commercial uses in the district Third Lake Partners.

The same partnership is also redeveloping the former UPC Insurance office campus in downtown St. Petersburg and building 3rd & 3rd, a residential high-rise with ground-floor retail that is expected to open in the first quarter of 2027 Tampa Bay Business and Wealth.

Implications for Owners, Developers, Contractors and Subs

  • Developers: Echelon City Center shows the advantage of a phased district with a single master plan. Each tower opens into an area that already has a grocery store, restaurants and neighbors, which lowers lease-up risk compared with a standalone site.
  • Owners and lenders: new supply continues to arrive in Pinellas County. Lease-up pace and concessions at ClearView will be a useful read on demand for high-end rentals outside downtown.
  • Contractors: KAST has built multiple phases here, and repeat work for one developer across a district rewards a team that knows the site, the design standards and the local trade base. Continuity of that kind is hard for a new entrant to match.
  • Subs: podium and garage structures with residential floors above remain the standard format for this market. Concrete, glazing, mechanical and interior finish trades with high-rise residential experience should expect the next phase to follow a similar model.

  • Timing of the planned 21-story hotel and apartment tower.
  • Leasing of the ground-floor retail and restaurant space at ClearView.
  • The first-quarter 2027 opening of 3rd & 3rd downtown.
  • Plans for the former UPC campus.

Bottom Line

ClearView adds 363 units to a district that has now delivered four residential buildings since 2021. The project was built on a two-year schedule by a team that has worked together across multiple phases, and it leaves Echelon City Center with more than half of its planned housing still to come.
