York County, South Carolina, is advancing incentives for four business projects worth about $235.6 million and more than 400 jobs, including a $170.5 million, 500,000-square-foot manufacturing plant and a $25.5 million U.S. headquarters and distribution center for Dutch discount retailer Action in a vacant Fort Mill warehouse, after York County Council votes on November 2, 2026 (WRHI).

Two of the four agreements, for Action and for German chemical additive company Munzing, passed second reading. The other two, code-named Project Blue Mako and Project Elevate, passed first reading. The council also authorized about $13 million in related state grant applications (WRHI). Third reading and a public hearing are planned for the next meeting (WRHI), which The Post and Courier reported could come November 16 (The Post and Courier).

What Happened

The four projects span distribution, research and manufacturing. The Herald’s headline put the total at $232.6 million and 415 jobs, while the four individual investment figures reported by WRHI add up to $235.6 million (The Herald; WRHI).

Action U.S. headquarters and distribution center, Fort Mill

Action, which operates more than 3,500 stores in Europe, plans to invest $25.5 million in an existing 345,000-square-foot building for its first U.S. headquarters and distribution center, with 215 jobs over five years (WRHI). The site is the former Stanley Black & Decker facility at Carowinds Boulevard and Pleasant Road in unincorporated Fort Mill. Stanley Black & Decker left about two years ago, eliminating nearly 200 jobs (The Post and Courier). The Herald gave the address as 4260 Pleasant Road and reported about 120 distribution jobs averaging more than $55,000 a year plus corporate jobs averaging more than $87,000 (The Herald).

The incentive is an assignment of a fee in lieu of tax agreement with a five-year special source revenue credit that steps down from 50% to 10%, plus a $500,000 state grant application for building upfits (WRHI). WRHI also reported that Action may open a Rock Hill store on Cherry Road in 2027 or early 2028 (WRHI).

Munzing North America headquarters and R&D, Clover

Munzing is moving its North American headquarters from New Jersey to Clover and adding a research and development facility, with $17 million in construction and 66 positions by the end of 2033 (The Post and Courier). Of those, 56 are new jobs and 10 are relocated (The Herald). Reported average pay differs: WRHI cited about $107,500, per a council member, while The Herald reported more than $145,000 (WRHI; The Herald). The Herald reported a 20-year fee in lieu of tax agreement with a 40% credit for 10 years, and WRHI reported a $500,000 grant application (The Herald; WRHI).

Luke Bolding, Munzing’s director of manufacturing, described the lab work planned for the building: “Very similar to what you would see in your high school labs or your college labs, is the type of research that we do” (The Herald).

Project Blue Mako, Rock Hill

Project Blue Mako is a family-owned maker of engineered fluid control products planning a $22.6 million investment at 150 Mount Gallant Road in Rock Hill, with 54 jobs and a 25% special source revenue credit for seven years (WRHI). The Herald described the firm as about 75 years old and serving aerospace, defense, automotive, medical and power generation markets, with jobs averaging nearly $69,000 (The Herald).

Project Elevate, southern York County

Project Elevate is a $170.5 million, 500,000-square-foot finishing plant for an existing manufacturer, with 80 jobs and a 40% special source revenue credit for 10 years (WRHI). The county is applying for an $11 million state economic set-aside grant and a $1 million South Carolina Department of Agriculture grant for the project. WRHI reported that North Carolina and California are competing for it (WRHI). The Post and Courier reported that the Blue Mako and Elevate companies are expected to be named at the final vote (The Post and Courier).

Where Things Stand

None of the four agreements is final until third reading. Councilman Watts Huckabee noted that York County is competing with other states for these companies (The Post and Courier).

Implications for Owners, Developers, Contractors and Subs

Industrial builders. Project Elevate is the largest construction opportunity: a 500,000-square-foot plant at $170.5 million. Its identity and site have not been disclosed.

Interior and upfit contractors. Action’s project reuses a vacant 345,000-square-foot warehouse, so the work is upfit, racking, office build-out and systems rather than a new shell. Reuse of existing industrial buildings is a recurring theme in recent plant announcements, such as Blue Bird’s plant conversion in Georgia.

Lab and office contractors. Munzing’s $17 million office and research building in Clover will call for laboratory and office fit-out work.

Owners and developers. The incentive structures show the county using fee in lieu of tax agreements and special source revenue credits, paired with state grants, to win projects against other states.

What to Watch

  • Third reading and public hearing, possibly November 16.
  • Names of the Blue Mako and Elevate companies and the Elevate site.
  • State decisions on the roughly $13 million in grant applications.

Bottom Line

York County, SC, is close to finalizing four incentive deals worth about $235.6 million and more than 400 jobs, led by a $170.5 million manufacturing plant and Action’s first U.S. headquarters in a vacant Fort Mill warehouse.
