Publix Lakeland Warehouse Expansion: $200M Produce Center Advances

The Publix Lakeland warehouse campus is getting bigger: Lakeland officials approved an updated site plan on October 27, 2026 for a roughly $200 million expansion of the Publix Super Markets distribution complex on County Line Road in west Lakeland, adding a 403,871 square foot produce warehouse and a 63,022 square foot return center near the Polk Parkway (LkldNow; Florida Daily).
What Happened
The October 27 approval clears an updated site plan for the two new buildings, which together total close to 467,000 square feet of warehouse and processing space (Florida Daily). The produce warehouse is designed with truck loading bays on both sides, and the return center will process and recycle merchandise coming back from stores (LkldNow).
The approval carries conditions covering stormwater management, floodplain protection and pedestrian access along Allen K. Breed Highway (LkldNow). According to Lakeland urban planning and transportation manager Chuck Barmby, access to the new buildings will come from Allen K. Breed Highway and through the existing County Line Road warehouse complex (LkldNow). The project follows zoning approved in 2024, which was administratively amended on October 20, 2026 (LkldNow).
The Numbers Behind the Project
City permits value the work at about $200 million in total. LkldNow reports the breakdown from those permits as follows (LkldNow):
- About $159 million for the 403,871 square foot produce warehouse
- About $17.5 million for the 63,022 square foot return center
- About $23.5 million for site work
Florida Daily describes the $200 million estimate as covering buildings, grading, utilities and site improvements (Florida Daily). Gray Construction Inc. of Kentucky is listed as the general contractor for the produce center (LkldNow).
Publix has not released an expected completion date or a count of new positions. A company spokesperson told LkldNow she had no information to share at this early stage (LkldNow). LkldNow also published photos of the produce warehouse under construction, seen from the Polk Parkway (LkldNow).
How the Site Came Together
In October 2023, Publix bought 137.6 acres formerly occupied by automotive supplier Key Safety Systems for $8.25 million, according to Polk County property records cited by both outlets (Florida Daily). In February 2024, Lakeland commissioners unanimously approved folding that land into the existing distribution campus, creating a site of about 406 acres (LkldNow). Existing buildings on the campus already hold roughly 1.1 million square feet of warehouse and distribution space (Florida Daily).
A traffic study commissioned by Publix, revised in January 2024, looked at County Line Road, Allen K. Breed Highway and nearby intersections including traffic to and from Interstate 4. It projected 846 additional vehicle trips on an average weekday and concluded that no added road capacity would be needed (LkldNow).
Incentives: Project Harvest
Lakeland economic development official Jason Willey confirmed the expansion is the project known as Project Harvest (LkldNow). Polk County commissioners granted an eight year property tax exemption in August 2023 covering 60% of the assessed value of qualifying improvements and equipment, excluding land. Because of construction delays, the county amended the agreement in May 2026 to shift the exemption to 2028 through 2035, and the revised terms require at least 10 new full time Polk County jobs at an average annual wage of $63,978 (LkldNow).
The two outlets describe the investment tied to that exemption differently. LkldNow reports Publix committed to invest at least $125 million and that the county estimated a $747,566 revenue loss had the exemption applied in 2023 (LkldNow). Florida Daily describes a $2 million investment eligible for the eight year exemption, separate from the $200 million project cost (Florida Daily). The city also approved a 50% cut in city development impact fees for fire, transportation and law enforcement through its Economic Development Impact Fee Mitigation program; the reduction does not cover water and wastewater fees or any Polk County impact fees (LkldNow).
Where Things Stand
Publix is Lakeland's largest employer, with 16,537 workers in the city according to the Lakeland Economic Development Council (LkldNow). The company runs 10 primary distribution centers serving eight southeastern states, seven of them in Florida, and reported 2025 sales of $62.7 billion (LkldNow). Florida Daily notes the company also operates 10 manufacturing facilities, five of them in Lakeland (Florida Daily).
Implications for Owners, Developers, Contractors and Subs
- Big work packages in Polk County. A $159 million produce warehouse and a $23.5 million site work scope are large packages for concrete, steel, building envelope, refrigeration, electrical and civil trades in the I-4 corridor.
- Site conditions drive the scope. Stormwater and floodplain conditions are written into the approval, so drainage, grading and environmental controls will be closely watched.
- Timing is still open. With no completion date released and the tax exemption shifted to 2028, subcontractors should track the general contractor's bid packages rather than assume a fixed schedule.
- Distribution demand stays strong. Grocery distribution, with refrigerated and dock heavy buildings, remains one of the steadier sources of industrial construction work. We covered a similar Tampa build in EastGroup's three Tampa warehouse projects.
What to Watch
Watch for Publix's third quarter results, expected in early November, which LkldNow notes follow four straight quarters of slowing sales growth (LkldNow). Also watch for building permits on the return center, any job count tied to the Polk County exemption, and a completion target from the company.
Bottom Line
The Publix Lakeland warehouse expansion now has an approved site plan, a general contractor and permit values totaling about $200 million. It is one of the larger private industrial builds in Polk County this year, and its exact schedule is the main detail still to come.
