New Steel Mills: Six U.S. Projects Total About $26.7 Billion

New steel mills and major mill upgrades now in the U.S. pipeline add up to about $26.7 billion across six projects as of October 27, 2026, led by a $15 billion plant planned for southeast Iowa and a nearly $3 billion hot strip mill approved on October 22 for Pittsburgh's Mon Valley. The list spans six states and runs from a $540 million rebar micro mill in the California desert to a $5.8 billion automotive sheet mill in Louisiana, with most startups targeted for 2027 through 2030.
New Steel Mills at a Glance
- Edgar Thomson hot strip mill: U. S. Steel; contractor not named; Braddock, Pennsylvania; nearly $3 billion; board approved full funding October 22, 2026, production expected late 2029 (U. S. Steel).
- Fairfield quench and tempering facility: U. S. Steel; contractor not named; Fairfield, Alabama; $475 million; groundbreaking September 21, 2026, completion expected 2029 (U. S. Steel).
- Big River Steel Works DRI facility: U. S. Steel; contractor not named; Osceola, Arkansas; $1.9 billion; announced April 29, 2026, startup expected first half of 2029 (Arkansas Business).
- Hyundai-POSCO Louisiana Steel mill: Hyundai Steel, POSCO, Hyundai Motor and Kia joint venture; contractor not named; Ascension Parish, Louisiana; $5.8 billion; groundbreaking September 4, 2026, production expected 2029 (WAFB).
- Mesabi Metallics steel plant: Mesabi Metallics (Essar Group); contractor not named; Lee County, Iowa; $15 billion; state incentives signed October 2, 2026, operations targeted for 2030 (Iowa Capital Dispatch via KAXE).
- Mojave Micro Mill: Pacific Steel Group; Hatch as project and construction management partner; Kern County, California; $540 million; under construction since March 2025, opening slated for 2027 (Office of the Governor of California).
How the $26.7 Billion Total Was Calculated
The total adds the announced value of each project: $3 billion for Edgar Thomson (U. S. Steel describes it as nearly $3 billion), $475 million for Fairfield, $1.9 billion for Big River, $5.8 billion for Louisiana, $15 billion for Iowa and $540 million for Mojave, for $26.715 billion. Because the Iowa plant is not yet final and has no confirmed groundbreaking, the five projects with approved funding or active site work total $11.715 billion on their own. Figures are owner or government announcements, not contract awards, and the Mojave figure reflects the capital investment Pacific Steel Group committed to under a state tax credit (Office of the Governor of California).
U. S. Steel: Three Projects, $5.4 Billion
Edgar Thomson Hot Strip Mill, Braddock, Pennsylvania
U. S. Steel's board authorized nearly $3 billion for a new hot strip mill at the Edgar Thomson Plant of Mon Valley Works on October 22, 2026, raising annual capacity from about 2.2 million tons to about 3.5 million tons (U. S. Steel). The scope includes new walking beam furnaces and an in-line slab sizing press, construction begins once permits are received, and initial production is expected in late 2029 (U. S. Steel). The figure is higher than in June, when the company was evaluating $2 billion and $2.5 billion scenarios for the Mon Valley work (Manufacturing Dive). WCG covered the approval in U. S. Steel Approves Nearly $3B Hot Strip Mill at Edgar Thomson Plant.
Fairfield Tubular Quench and Tempering, Fairfield, Alabama
U. S. Steel held a ceremonial groundbreaking on September 21, 2026 for a $475 million quench and tempering line at Fairfield Tubular Operations (U. S. Steel). The company expects about 250 permanent positions and roughly 600 construction jobs at peak, with completion expected in 2029 (U. S. Steel). See WCG's earlier post, U. S. Steel Breaks Ground on $475M Fairfield Tubular Quench and Tempering Facility.
Big River Steel Works DRI Facility, Osceola, Arkansas
U. S. Steel announced a $1.9 billion direct reduced iron facility at Big River Steel Works on April 29, 2026, calling it the first of its kind in the United States (U. S. Steel). The company projects about 200 full-time employees, 35 embedded contractor roles and about 2,000 construction jobs at peak (U. S. Steel). Arkansas Business reports a 30-month construction period, start-up in the first half of 2029, and that the facility is part of a $3 billion expansion of the Osceola site (Arkansas Business). WCG's background piece is America's New Steel Revolution.
Hyundai-POSCO Louisiana Steel, Ascension Parish
The $5.8 billion Hyundai-POSCO Louisiana Steel mill held its ceremonial groundbreaking on September 4, 2026, with 1,300 direct jobs planned at an average salary of about $95,000 and commercial production expected in early 2029 (WAFB). The joint venture of Hyundai Steel, POSCO, Hyundai Motor and Kia plans 2.7 million metric tons a year of hot-rolled and cold-rolled sheet, mainly for automotive use (Repairer Driven News). WAFB reported that site preparation had started but that the required air permit had not yet been issued, and that local groups including Rural Roots Louisiana and the Louisiana Bucket Brigade oppose the project (WAFB).
Mesabi Metallics, Lee County, Iowa
The largest figure on the list is also the least advanced. Mesabi Metallics, owned by India-based Essar Group, plans a $15 billion plant expected to produce about 10 million tons of steel a year once fully online by 2030, using ore from its mine in Nashwauk, Minnesota (KCRG). Governor Kim Reynolds signed legislation on October 2, 2026 allowing up to nearly $1.4 billion in state tax incentives, and the company projects about 1,750 permanent jobs and about 6,000 temporary construction jobs (Iowa Capital Dispatch via KAXE). The state's economic development director called the deal “not a done deal,” with final negotiations still required (Iowa Capital Dispatch via KAXE). WCG covered the incentive vote in Iowa Approves $1.36 Billion in Incentives for $15 Billion Mesabi Steel Complex; sources differ slightly on the incentive ceiling, with the bill signing reported at up to nearly $1.4 billion.
Mojave Micro Mill, Kern County, California
Pacific Steel Group broke ground on the Mojave Micro Mill on March 5, 2025, with Hatch serving as project and construction management partner (Hatch). The project is valued at $540 million and is expected to be operational in 2027 (KGET). In an October 19, 2026 update, the Governor's office described a 500,000-square-foot electric arc furnace mill producing about 380,000 tons of seismic-grade rebar a year, powered in part by a 63-acre solar farm, and said it is the first new steel mill in California in more than 50 years (Office of the Governor of California).
What Is Driving the New Steel Mill Wave
Three threads run through these announcements. First, ownership changes and commitments: Nippon Steel agreed in 2024 to spend at least $1 billion on a hot strip mill in southwest Pennsylvania as part of its U. S. Steel acquisition, a figure the approved project now far exceeds (Manufacturing Dive). Second, supply chain control: U. S. Steel says the Osceola DRI plant will remove the need to ship DRI to Big River and link its mining, feedstock and steelmaking operations (U. S. Steel). Third, trade policy: KCRG noted the 50 percent tariffs on foreign steel in its coverage of the Iowa announcement (KCRG). Downstream demand is also visible, with the Louisiana mill aimed at automotive customers (Repairer Driven News) and the California mill aimed at seismic-grade rebar (Office of the Governor of California).
Implications for Owners, Developers, Contractors and Subs
- Labor demand will stack up in 2027 and 2028. The published peaks include about 2,000 construction jobs at Osceola, about 600 at Fairfield and about 6,000 in Iowa (U. S. Steel; U. S. Steel; Iowa Capital Dispatch via KAXE). Contractors bidding more than one of these jobs should plan crew availability across overlapping schedules.
- Permits set the clock. Edgar Thomson construction waits on permits, and the Louisiana mill was still awaiting its air permit at groundbreaking (U. S. Steel; WAFB). Bid calendars should follow permit milestones, not ceremonies.
- Owner-side teams are still forming. None of the owners named a general contractor in the announcements reviewed for this roundup, and only Mojave has a publicly named construction manager (Hatch).
- Brownfield work is a large share. All three U. S. Steel projects are at existing operating sites in Braddock, Fairfield and Osceola, which typically means tie-ins, logistics and safety planning around active production.
What to Watch
- Permit issuance and a construction start date at Edgar Thomson (U. S. Steel).
- The Louisiana air permit decision and any trade package awards at Ascension Parish (WAFB).
- Final site agreement, negotiations and a groundbreaking date for Mesabi Metallics in Lee County (Iowa Capital Dispatch via KAXE).
- Commissioning at Mojave, with operations expected in 2027 (KGET).
Bottom Line
Six new steel mill and mill upgrade projects in Pennsylvania, Alabama, Arkansas, Louisiana, Iowa and California total about $26.7 billion, or about $11.7 billion without the not yet final Iowa plant. Most target first production between 2027 and 2030, so the heaviest construction activity falls in the next three years. For builders and trade partners, the practical signals are permits, joint venture decisions and the first package awards.
