Corps Completes $13.4M Niagara River Fish Passage in Buffalo

USACE Buffalo District, EPA and the City of Buffalo completed a first-of-its-kind seawall fish passage on July 23, built under an $11.8 million contract to Buffalo-based Bidco Marine Group and funded entirely by the Great Lakes Restoration Initiative.

A small fish got a $13.4 million piece of marine construction, and the engineering behind it is worth a look. The U.S. Army Corps of Engineers Buffalo District, the U.S. Environmental Protection Agency and the City of Buffalo cut the ribbon on the Emerald Shiner Fish Passage at Freedom Park on July 23, 2026, completing a project the Corps calls the first of its kind, according to its news release.

What was built

The problem was hydraulic. The hardened vertical seawall along the upper Niagara River in Buffalo created current velocities that emerald shiners, a small forage fish, could not swim against, cutting off their movement upstream. Emerald shiners are a base food source for the sport fish that support a Great Lakes recreational fishery valued at $5.1 billion, per the Corps.

The solution was to attach concrete-filled steel baffles to the existing seawall, creating a series of low-velocity refuge pockets that let the fish move upstream in stages. The final full-scale phase was constructed between March 2025 and May 2026 under an $11.8 million contract awarded to Buffalo-based Bidco Marine Group and spans roughly 700 feet, the Corps reported. It builds on a $1.6 million demonstration section installed in 2022 that covered 78 feet.

One sourcing note. The Corps states the completed span at 700 feet. Buffalo Toronto Public Media described it as "nearly 800-foot-long." The Corps release is the primary source and the more likely figure for the contracted scope; the discrepancy may reflect total treated length including the 2022 demonstration section. Either way, this is a several-hundred-foot in-water structural retrofit, not a token installation.

How it was funded and delivered

The project was funded entirely through the EPA's Great Lakes Restoration Initiative, according to the Corps. That funding stream, and the broader remediation program it supports on this stretch of river, is documented on EPA's Niagara River Area of Concern page. Completing the passage advances the Niagara River toward delisting as an Area of Concern, one of the remaining Great Lakes sites where beneficial uses are formally impaired.

Officials emphasized delivery performance. "We're excited to have brought this project to completion on time and within budget," said Lt. Col. Aaron Anderson, commander of the Corps' Buffalo District. EPA Great Lakes National Program Office Director Teresa Seidel and Buffalo Mayor Sean Ryan also spoke at the July 23 event, per the Corps release.

The construction methods deserve attention. Installing baffles on a seawall in fast-moving current required divers working in conditions that are genuinely dangerous. BTPM reported the team used a custom cage to protect divers installing the baffles in the fast current. That is the kind of means-and-methods problem that separates qualified marine contractors from general site builders.

Why it matters for construction professionals

Three takeaways.

  • Environmental restoration is a real market segment in Western New York. Great Lakes Restoration Initiative dollars fund in-water structural work, sediment remediation, shoreline stabilization and habitat construction across the Buffalo and Niagara corridors. These are engineered civil projects with marine equipment, dive operations, structural steel and cast-in-place concrete, procured through federal contracting.
  • Specialized marine capability is a competitive moat. An $11.8 million award to a Buffalo-based marine contractor for in-water baffle installation under diver supervision is not a scope that a general building contractor picks up opportunistically. Barge access, dive safety programs, current management and USACE quality requirements are the barriers to entry, and they are also the pricing protection.
  • On time and within budget is a claim worth studying. The delivery model here was a demonstration section in 2022 followed by a full-scale phase three years later. That sequence let the Corps validate the hydraulic performance and constructability at small scale before committing $11.8 million. Owners of complex, first-of-kind work should note the pattern.

Implications for owners, developers and subcontractors

For public owners and municipalities along the Niagara and Buffalo waterfronts, the passage is a proof point that federally funded habitat work can be delivered on schedule with a regional contractor. It also improves the case for further Area of Concern investment, because measurable progress toward delisting is what sustains appropriations.

For developers with waterfront property, the implications are indirect but real. A river moving toward AOC delisting is a river with better recreational fishing, better public access and a stronger amenity story. Buffalo's waterfront redevelopment economics have improved alongside environmental remediation for more than a decade, and this is one more increment in that direction.

For subcontractors and suppliers, the scope breakdown is instructive: structural steel fabrication for the baffle frames, concrete supply and placement in a marine environment, dive services, marine equipment rental, survey and monitoring. Firms that can document past performance on federal in-water work should be watching USACE Buffalo District solicitations. Firms that cannot should be considering whether a teaming arrangement gets them qualified.

What to watch next

  • Post-construction biological monitoring. Whether emerald shiner passage rates actually improve is the metric that will determine whether the design gets replicated elsewhere on hardened Great Lakes shoreline.
  • Progress on remaining Niagara River AOC beneficial use impairments, tracked by EPA. Delisting requires more than one project.
  • Great Lakes Restoration Initiative appropriations, which determine the volume of similar work available to regional marine contractors.
  • Whether the baffle approach is specified on other seawalls. A validated, first-of-kind retrofit becomes a design precedent, and precedent drives repeat scope.

Bottom line

A $13.4 million total program, an $11.8 million construction contract to a Buffalo marine contractor, roughly 700 feet of in-water baffle retrofit built between March 2025 and May 2026, and a completed handover in July 2026 that the Corps says came in on time and within budget. Strip away the fish and this is a well-run federal civil project delivered locally, funded entirely by the Great Lakes Restoration Initiative, and it moves the Niagara River closer to shedding its Area of Concern designation. For contractors, the segment lesson is that environmental restoration in Western New York is a funded, technically demanding, and defensible line of business, and the qualification requirements are the reason margins hold.
