Update: Tampa Council Votes on $60M Rays Stadium Benefits Deal

The Tampa City Council is scheduled to take a binding vote Thursday, Oct. 29, on a $60 million community benefits agreement with the Tampa Bay Rays Stadium Company, one of the remaining approvals needed for the Rays stadium in Tampa, a $2.3 billion ballpark planned at Hillsborough College's Dale Mabry Campus, according to The Center Square and FOX 13 Tampa Bay.
This is an update to our earlier coverage. On Oct. 15 the council approved a bond validation step for the city's $80 million share, as reported in Tampa Council Reverses Course, Approves Rays Stadium Bond Validation Step. The community benefits agreement is the next step, and FOX 13 reports the deal cannot be finalized without it.
What Happened
The council set a special meeting for Thursday to consider the custom agreement, which would commit the Rays to $60 million in community benefits: $21 million for the City of Tampa and $39 million for Hillsborough County (The Center Square). The amounts do not have to be paid in cash. The company can fund benefits or deliver programs and activities that serve local residents, businesses or institutions.
If the agreement is approved, the Rays would commit $12 million in the first five years, with $4.2 million for Tampa and $7.8 million for Hillsborough County, and would file annual reports detailing the value of benefits delivered (The Center Square).
What the Agreement Covers
Eligible categories listed in the agreement include mobility and regional access; jobs and workforce development; housing and neighborhood stability; youth, education and literacy; public safety and first responders; culture and inclusion; family and fan access; and governance, transparency and accountability (The Center Square). FOX 13 reports the Rays have promised affordable housing, minority jobs and youth sports fields under the agreement (FOX 13 Tampa Bay). The coverage does not break out dollar amounts by category.
Tampa's community benefits program was created by the City Council in 2023 to promote equitable economic growth and requires developers that receive public funds to make commitments to the surrounding community (The Center Square).
Where the Stadium Deal Stands
The ballpark is expected to cost $2.3 billion. Tampa and Hillsborough County would provide $876 million in public funding, and Gov. Ron DeSantis has pledged $150 million in state funding for new Hillsborough College campus buildings and $30 million for transportation improvements (The Center Square). The plan is a three-phase, mixed-use development with a 28,000-seat ballpark plus residential, commercial, retail and office space, with stadium completion targeted for April 2029.
FOX 13 laid out the remaining steps (FOX 13 Tampa Bay):
- Oct. 29: City Council binding vote on the community benefits agreement.
- Nov. 2: Council member Luis Viera leaves the council to run for the state House. FOX 13 reports the remaining members are split 3-3 on the stadium.
- Nov. 10: Hillsborough County commissioners hold a hearing and vote on using sales tax revenue for the project.
- No date set: A city vote to create a special taxing district and direct its revenue to the team, and a court ruling on the city's authority to borrow for the bond payments.
Mayor Jane Castor told FOX 13 she expects a groundbreaking within about a month and said, "It's incredibly important to keep the momentum going." Hillsborough County approved its funding agreement in August (The Center Square).
Implications for Owners, Developers, Contractors and Subs
- Community benefit terms shape the trade work. Workforce development and jobs commitments typically flow into hiring, apprenticeship and small business participation goals on the construction contracts. Tampa Bay trade contractors should track the final agreement language.
- The schedule depends on the votes. A groundbreaking within about a month depends on Thursday's vote, the county's Nov. 10 sales tax decision and the taxing district. Subs pursuing early packages such as demolition, site work and utilities should build in schedule risk.
- Campus construction comes with it. The state's $150 million pledge for new Hillsborough College buildings adds campus construction alongside the stadium on the Dale Mabry site.
- Public funding brings reporting. Annual benefits reporting and public oversight will extend to how the project is delivered.
What to Watch
- The outcome and vote count on the community benefits agreement Thursday.
- How the council handles Viera's seat after Nov. 2, given the 3-3 split reported by FOX 13.
- The Hillsborough County sales tax vote on Nov. 10.
- Release of construction schedules and trade package timing after approvals.
Bottom Line
Thursday's council vote on a $60 million community benefits agreement is one of the last local approvals before Tampa's $2.3 billion Rays stadium can move toward a groundbreaking, with a county sales tax vote and a special taxing district still ahead (FOX 13 Tampa Bay).
