Niagara Falls, New York — Governor Kathy Hochul announced plans to significantly expand Niagara Falls State Park by merging Whirlpool State Park and Devil's Hole State Parks under the larger umbrella of Niagara Falls State Park. The announcement, made during the Governor's 2026 State of the State address on January 13, 2026, represents a major initiative to create a seamless recreational corridor and enhance the visitor experience across Niagara's natural attractions.

Historic Park System Consolidation and Expansion

The three state parks—Niagara Falls State Park, Whirlpool State Park, and Devil's Hole State Park—form roughly a 5-mile vertical line along the eastern shore of the Niagara River. The expansion will create a unified park system with nearly two additional miles of hiking trails, connecting these previously separate properties into one cohesive recreational destination.

Niagara Falls State Park, located at the bottom of this vertical line, is one of the state's premier attractions, welcoming approximately 9 million visitors annually. Whirlpool State Park, about 2.5 miles north, and Devil's Hole State Park, roughly 1.5 miles further northeast, experience significantly lower visitor traffic, creating an opportunity for strategic consolidation and promotion.

Creating a Seamless Corridor of Attractions

The Governor's proposal specifically aims to "promote longer tourism stays, increase spending and connect visitors to attractions such as the Aquarium of Niagara and the Underground Railroad Heritage Center." Currently, the Aquarium of Niagara, positioned just outside the northern boundary of Niagara Falls State Park, attracts slightly over 200,000 visitors annually—a significant disparity given its proximity to the 9-million-visitor state park.

By creating a unified park system under the Niagara Falls State Park brand, visitors will experience a continuous corridor of tourist attractions and natural areas along the Niagara River. This integrated approach can drive incremental tourism spending and extend visitor stays in the region.

New Infrastructure and Trail Development

The expansion plan includes strategic infrastructure investments to support the enlarged park system. The proposal specifies adding approximately two miles of hiking trails to the park network, extending the scenic pathway opportunities available to visitors. These new trails will connect the three parks, creating continuous walking and biking routes along the Niagara Gorge.

According to park officials, the expansion will involve infrastructure changes necessary to support increased visitor traffic. These may include parking expansion, pathway improvements, and visitor facility upgrades throughout the merged park system. The Niagara Scenic Trolley, which currently operates limited routes through the existing park, may be extended to serve the newly integrated areas.

Strategic Focus on Tourism and Economic Impact

Chad Fifer, President and Chief Executive Officer of the Aquarium of Niagara, stated that the consolidation represents an important conversation ongoing with state officials. "That's always been a big conversation: How do we drive more of that 9 million people a year north to experience more and drive them north at our attractions?" Fifer said. "Maybe what we'll see is for the first couple years, they're only coming a mile or two further, and then every few years we see that footprint expanding."

The unified park system will benefit all three properties and connected attractions including the Underground Railroad Heritage Center, positioned halfway between Niagara Falls State Park and Whirlpool State Park. Tour companies will be able to design comprehensive day-long itineraries that leverage all available attractions, maximizing visitor spending.

Phased Implementation and Infrastructure Investment

The Governor did not specify exact funding allocations or project timelines in the announcement. However, the plan indicates that park expansion will eventually require infrastructure investments including extended pathways, parking facilities, and visitor amenities throughout the unified system. These improvements will be integrated with ongoing operations at each existing park facility.

The expansion is part of Governor Hochul's broader infrastructure agenda outlined in her 2026 State of the State, which also includes $3.75 billion in water infrastructure investment and significant affordable housing and transportation initiatives across New York State.

Opportunities for Expanded Recreation and Heritage Tourism

The consolidation creates opportunities for enhanced heritage tourism. The Underground Railroad Heritage Center and the Aquarium of Niagara represent significant cultural and educational attractions. By creating a unified park brand and improving connectivity between attractions, Niagara Falls can position itself as a comprehensive tourism destination where visitors spend full days exploring natural features, cultural institutions, and historical sites.

The project also supports New York's broader tourism recovery strategy, leveraging the natural beauty of the Niagara Gorge and historic sites to attract regional and national visitors. The additional trail miles provide increased recreational value for both tourists and local residents.
