Niagara Bottling Opens $141M Elsmere Plant, Its First in Kentucky

Niagara Bottling opened its first Kentucky plant on Thursday, October 22, 2026, a $141 million beverage production and distribution facility of more than 436,000 square feet at the C5 Airport East Logistics Center in Elsmere, Kenton County. The plant brings 60 full-time jobs (LINK nky; Northern Kentucky Tribune).
The final investment is more than $11 million above the figure announced in September 2024 (The Lane Report; FreightWaves). Construction began in early 2025 on a 52-acre site developed by CORE5 Industrial Partners (Northern Kentucky Tribune).
What Happened
Company and local officials held a ribbon cutting at the plant on October 22. The facility will produce bottled water, sparkling and flavored water, vitamin water, sports drinks, ready-to-drink tea and coffee, and protein drinks (LINK nky). Niagara supplies large beverage brands, retailers, grocers, and club and convenience stores across the country (Northern Kentucky Tribune).
Brian Hess, Niagara's executive vice president, said, "At Niagara, we invest with the long-term in mind, and this new facility reflects our confidence in Northern Kentucky." Gov. Andy Beshear said companies like Niagara "are investing in our people and helping fuel our record-breaking success" (LINK nky; The Lane Report). Kenton County Judge/Executive Kris Knochelmann called it "exactly the kind of investment we envisioned," and Elsmere Mayor Marty Lenhof said it "brings quality jobs, significant investment and new opportunities to Elsmere" (The Lane Report).
How the Site Came Together
Public site readiness spending played a role. In 2022 the Kentucky General Assembly and the Beshear administration approved a $13 million site development and acquisition fund for Kenton County. Of that, $669,000 supported the Niagara project by paying for installation of power transmission lines (LINK nky; The Lane Report). None of the coverage reported other incentive amounts or wage levels.
Lee Crume, president and CEO of the BE NKY Growth Partnership, pointed to the region's "high-quality water resources, skilled workforce and central location" as factors (The Lane Report). The Lane Report noted that the company has not announced employment plans beyond the initial 60 jobs.

Implications for Owners, Developers, Contractors and Subs
For food and beverage owners: The project went from announcement to opening in about two years, with construction taking under two years. Speculative or developer-led industrial parks with power already planned, like the C5 site, help shorten that path. The increase of more than $11 million over the original estimate is also a useful reference point for owners setting contingency on similar plants.
For contractors and subs: High-speed bottling combines process piping, water treatment, sanitary finishes, and large warehouse and distribution areas under one roof. Beverage and food plants remain a steady source of industrial work, as shown in September's tally of 65 new planned food and beverage projects.
For developers: CORE5's 52-acre site shows how a logistics park can land a manufacturing user, not just distribution tenants, when utilities and land are in place. Public money for transmission lines, a small share of the total cost, helped make the site work.
What to Watch
- Whether Niagara adds production lines or jobs in Elsmere beyond the initial 60 positions.
- Further use of Kenton County's site development fund for other industrial users.
- Additional beverage plant openings, following projects such as Wells Enterprises' $425 million Dunkirk expansion.
Bottom Line
Niagara Bottling's $141 million Elsmere plant is open, adding 436,000 square feet of beverage production and distribution space in Northern Kentucky about two years after it was announced. The project ran more than $11 million over its first estimate and drew on a modest state investment in power lines to make the site ready.
