GSK Plans $800M Upper Merion Biologics Campus, Construction in 2027

GSK will invest more than $800 million to rebuild and expand its biopharmaceutical campus in Upper Merion Township, Pennsylvania, with demolition of existing buildings and construction of a commercial-scale biologics plant planned to begin in 2027, Gov. Josh Shapiro's office announced on October 9 Office of Gov. Josh Shapiro.
What Happened
The investment will expand GSK's operations in Montgomery County and create more than 300 new jobs over five years while helping retain about 4,500 existing full-time jobs across Pennsylvania, according to the state Office of Gov. Josh Shapiro. Engineering News-Record reported that the campus is targeted to be fully operational in 2030 ENR.
The project calls for demolishing existing buildings to make way for new and enhanced facilities, including Office of Gov. Josh Shapiro:
- A commercial-scale biologics manufacturing facility for clinical and commercial supply.
- A co-located research and development pilot plant to speed technology transfer and process development.
- A centralized quality control laboratory.
- A manufacturing science and technology hub.
The goal is a single site that combines commercial production, R&D and digital capabilities Fierce Pharma. ENR reported that the biologics plant is designed to support potential medicines for respiratory diseases, including COPD and asthma, and several cancers ENR. None of the sources named an architect, engineer or contractor.
The Site and Its History
GSK has made biopharmaceuticals at Upper Merion since 1996 ENR. The company began repurposing space there in 2017 and completed a $120 million modernization in 2019 that added flexible manufacturing technology and a new analytical lab. Upper Merion is also one of GSK's U.S. research sites Fierce Pharma.
Site director John Jewett told KYW Newsradio the company will need "about 300, or north of 300, new full-time GSK employees to run this state-of-the-art facility," as quoted by ENR ENR. ENR also noted that construction trades will be needed to build it.
The Timeline Moved
The Upper Merion work is not entirely new. In September 2025 GSK said it would put $30 billion over five years into U.S. R&D and manufacturing, including $1.2 billion for advanced manufacturing, AI and digital technology that covered construction of the Upper Merion biologics "flex" factory Fierce Pharma. At that time construction was expected in 2026. The October announcement detailed the larger scope and set the start for 2027 ENR.
Second Major GSK Project in Pennsylvania
The new commitment follows GSK's October 2024 announcement of an $800 million expansion in Marietta, Lancaster County, which is expected to create at least 200 jobs and double that site's size and capacity Office of Gov. Josh Shapiro. Construction in Marietta began in 2024 ENR, with a drug substance facility due by the end of 2027 and a drug product facility operating in 2028 Fierce Pharma. Together, the two projects bring GSK's Pennsylvania investment to nearly $1.7 billion Office of Gov. Josh Shapiro.
State Support
GSK will be eligible for Pennsylvania's Qualified Manufacturing Innovation and Reinvestment Deduction program and the Manufacturing Tax Credit program. The state did not disclose dollar amounts Office of Gov. Josh Shapiro. Shapiro said GSK "could have chosen anywhere in the world to expand production." The state's life sciences sector includes about 3,900 companies employing more than 110,000 people, and the 2026-27 budget includes $125 million for the Innovate in PA 2.0 program.
The GSK announcement came days before Merck detailed its own commitment in the same county on October 14, as covered in Merck's $2.9 billion Montgomery County expansion, making suburban Philadelphia one of the busiest pharmaceutical construction markets in the country.
Industry Context
Fierce Pharma placed the investment within a wave of U.S. manufacturing and R&D pledges by drugmakers since 2025, and noted that GSK is one of 26 pharmaceutical companies that signed a "most favored nation" agreement with the White House that gives them a period of tariff immunity in exchange for pricing concessions Fierce Pharma.
Implications for Owners, Developers, Contractors and Subs
- Demolition comes first. Clearing existing buildings on an active campus requires abatement, utility rerouting and protection of ongoing operations before new construction can start.
- Process-heavy scope. Biologics manufacturing, pilot plants and QC labs are dominated by process piping, cleanrooms, HVAC, controls and validation work, and require subcontractors with life sciences experience.
- A crowded regional market. With GSK, Merck and other expansions in the region, skilled trades, equipment and specialty engineering will be in demand at the same time. Contractors should expect competition for labor around 2027 and 2028.
- Time to position. A 2027 start leaves 2026 and early 2027 for design, procurement and preconstruction, the window when trade partners are typically brought in.
What to Watch
- Selection of design and construction teams for the Upper Merion campus.
- Demolition and site work ahead of the 2027 construction start.
- Completion milestones at Marietta in 2027 and 2028.
- Additional pharmaceutical investments tied to federal trade and pricing policy.
Bottom Line
GSK's $800 million Upper Merion project adds another large biologics build to the Philadelphia region's pipeline and, with Marietta, puts nearly $1.7 billion of GSK construction in Pennsylvania on the books through the end of the decade.
