New York Opens Next Round of $500 Million Green CHIPS Community Investment Fund

New York State has opened the next round of the $500 million Green CHIPS Community Investment Fund, the community benefits program tied to Micron's semiconductor campus in Central New York. Governor Kathy Hochul announced on October 1, 2026 that organizations can now submit letters of intent through the state's Consolidated Funding Application portal Governor's Office. An applicant workshop is scheduled for Wednesday, October 7, 2026 Governor's Office.
The fund is not a construction program on its face, but much of what it pays for becomes capital work: housing, training facilities, child care centers, schools and community buildings. For developers, nonprofits, municipalities and the contractors that serve them in the Syracuse region, it is one of the more significant pools of gap funding now open.
What Happened
The Green CHIPS Community Investment Fund is a public-private partnership between Empire State Development and Micron Technology Empire State Development. The $500 million figure is the size of the overall fund, not the amount available in this round FingerLakes1. The state did not announce a dollar amount for the new round.
Hochul said the fund "is working to guarantee that all New Yorkers will benefit as the result of Micron's game changing investment" Governor's Office.
What the Fund Pays For
Priorities come from a Community Priorities Document prepared by the Micron Community Engagement Committee with input from more than 12,000 Central New Yorkers Governor's Office. The focus areas are:
- Housing
- Workforce development and job training
- Education
- Child care
- Transportation
- Community assets and nonprofits
The first round, announced in March 2026, awarded more than $43 million Governor's Office. That included more than $35 million in Micron investments, of which $30 million went toward a $150 million Housing CNY Fund, and $8.5 million in state support for housing, workforce development and job training Governor's Office. Projects supported to date include the Micron Cleanroom Simulation Lab at Onondaga Community College, the Syracuse STEAM School, a semiconductor hub at Syracuse University's D'Aniello Institute for Veterans and Military Families, and early childhood programs at the YMCA of Central New York Governor's Office.
How to Apply
- Step one: Submit a letter of intent through the Consolidated Funding Application portal Governor's Office.
- Review: Letters are reviewed on an ongoing basis, and proposals that fit the fund's priorities are invited to submit full applications Empire State Development.

The Project Behind the Fund
The fund exists because of Micron's planned investment of $100 billion in a chip manufacturing campus in the Town of Clay, north of Syracuse, which the state calls the largest private investment in New York history Governor's Office. According to the Governor's Office:
- Construction began in summer 2026, and the first concrete pour has been completed.
- The campus is planned to include about 2.4 million square feet of clean room space.
- The state projects 9,000 direct Micron jobs and 50,000 total jobs in the region, along with thousands of construction jobs over 20 years.
All of those figures come from the state's announcement Governor's Office. The state also projects that the project will draw tens of thousands of new residents to Central New York, which is the reason housing sits at the top of the fund's priority list.
Implications for Owners, Developers, Contractors and Subs
- Housing developers: The first round sent the largest single commitment to housing. Developers with shovel-ready or near-ready projects in Onondaga County and nearby communities should look at whether a letter of intent makes sense, alone or with a nonprofit partner.
- Nonprofits, schools and municipalities: Training labs, child care centers and community facilities have all been funded. Applicants with defined scopes, budgets and sites will be better placed in a rolling review.
- Contractors and design firms: Funded projects tend to be small to midsize institutional and residential jobs. Early involvement in budgeting and scheduling can help applicants submit stronger proposals, and awards translate into bid opportunities months later.
- Subs: The megaproject itself is pulling labor toward Clay. Community projects funded here will compete for the same trades, so pricing and schedules in the Syracuse market should reflect that.
