Major Logistics Hub Under Construction to Connect Central Alabama to Mobile Port

Construction has begun on the $94 million Montgomery Intermodal Container Transfer Facility (ICTF), a strategic logistics infrastructure project announced by the Alabama Port Authority and State of Alabama. The project, underway since February 2025 groundbreaking, represents a critical investment in regional freight mobility and supply chain connectivity, with completion expected in 2027.

Project Overview and Strategic Importance

The Montgomery ICTF will establish direct rail and truck connectivity between central Alabama and the Port of Mobile, creating a vital gateway for regional commerce and enhancing freight mobility across the Southeast. The facility addresses a strategic transportation gap, linking CSX Intermodal with the deep-water Port of Mobile for containerized cargo handling.

According to Doug Otto, Alabama Port Authority interim director and CEO, the project represents unprecedented regional economic opportunity: "This is one of the most exciting economic development projects under way in the state. It represents a strategic investment in statewide logistics that will strengthen supply chains, attract new industry and create opportunity across the Southeast."

Economic Development Impact

The project's economic implications are already evident. Since the project was announced three years ago, the area surrounding the facility has attracted more than $3 billion in economic development investments from private companies—demonstrating private sector confidence in the region's logistics future.

The facility is positioned on a 272-acre greenfield site with direct access to Interstate 85 and Highway 31, providing optimal connectivity for multi-modal freight operations. The location's strategic positioning makes it attractive for manufacturing, automotive, and distribution-dependent industries considering Alabama as a headquarters or operations location.

Facility Specifications and Capacity

The Montgomery ICTF will feature comprehensive container handling infrastructure:

  • Track Configuration: More than 25,000 feet of track served by CSX Intermodal
  • Annual Throughput: 60,000 TEUs per year capacity (equivalent to 30,000 shipping containers)
  • Operational Schedule: Five days per week service
  • Service Model: Express daily service from Port of Mobile to Montgomery automotive and manufacturing hub

Construction Progress and Challenges

As of December 2025, construction is advancing through critical site preparation phases. According to Jeff Hanak, Ragnar Benson Construction project executive, progress includes:

Completed Work:

  • Site grading nearly complete
  • Storm water drainage pipe and structures installation
  • Lime stabilization of site subgrade underway
  • Pavement crew mobilization initiated

Remaining Tasks:

  • Asphalt paving and roller compacted concrete paving
  • Pavement markings and high mast light pole installation
  • Siding bridge construction
  • Rail track and connection installation
  • Operational control centers, offices, and maintenance buildings

Construction Challenges and Solutions

The project faces specific site conditions requiring specialized engineering. The native soils presented construction challenges, necessitating lime stabilization to prepare the subgrade—a critical decision from the project's geotechnical engineer. The site's active CSX mainline creates coordination requirements, with the Port Authority building a 3-mile rail siding and bridge for CSX while maintaining safe operations alongside active rail lines.

Weather posed additional challenges, particularly in June 2025 when record high rainfall impacted production. Completion of critical stormwater conveyance infrastructure has mitigated weather-related delays going forward.

Approximately 500,000 cubic yards of dirt will be moved during construction, utilizing major earth-moving equipment including tractor and pan scrapers, articulating dump trucks, bulldozers, and a Caterpillar 825 compactor. Materials include significant stone volumes for pavement subbase and sub-ballast, plus electrical systems, watermain, hydrants, sanitary sewer, and stormwater infrastructure.

Equipment and Technology

The facility will feature advanced container handling equipment. In September 2025, the Port Authority announced its contract with Konecranes for delivery of two rubber-tired gantry (RTG) cranes, which will serve as the backbone for container handling at the ICTF. The Konecranes RTGs feature smart technologies to enhance safety, accuracy and yard efficiency, helping to streamline container transfers between rail and truck. Delivery is scheduled for late 2026.

The facility also incorporates roller compacted concrete pavement, a specialized and durable pavement type perfectly suited for container yard operations. This material is installed using asphalt-like methods but provides concrete's durability and strength benefits—a modern approach to heavy-duty infrastructure surfaces.

Regional Transportation and Port Benefits

The Montgomery ICTF will significantly enhance the Port of Mobile's competitive position and operational efficiency. With the harbor deepening project creating additional cargo volume, the intermodal facility relieves stress on the interstate system by providing rail alternatives for freight distribution into central Alabama. The Port Authority serves every county in Alabama and oversees deep-water public port facilities at Mobile, with immediate access to:

  • Five Class I railroads
  • Four short-line railroads
  • Nearly 15,000 miles of inland waterways
