Paylocity Completes $5.7M Pittsford Expansion, Now Its Second-Largest Office

Paylocity has completed a $5.7 million expansion of its office at 3750 Monroe Avenue in Pittsford, growing the space to about 90,000 square feet and making it the company's second-largest office. Only the HR and payroll software provider's headquarters in Schaumburg, Illinois is larger Rochester Business Journal.
What Happened
The completed project is an interior expansion and modernization of leased office space in the Rochester suburb. Paylocity now has 278 employees tied to the Rochester region, and customer service is among the teams working from the Pittsford site Rochester Business Journal.
Sean Miller, the company's vice president of client services, said Rochester has become an important part of Paylocity's growth and will continue to play an important role in its future. Company leaders pointed to the local talent base and the region's growing concentration of human capital management companies Rochester Business Journal.
The project by the numbers:
- Investment: $5.7 million Rochester Business Journal.
- Location: 3750 Monroe Avenue, Pittsford Rochester Business Journal.
- Size: about 90,000 square feet after the expansion Rochester Business Journal.
- Headcount: 278 employees tied to the Rochester region Rochester Business Journal.
- Incentives: sales tax exemptions through the County of Monroe Industrial Development Agency Rochester Business Journal.
The Scope of Work
Paylocity's application to COMIDA describes a tenant build-out. The company signed a 10-year lease in Pittsford in January 2025, after an initial search for roughly 20,000 square feet in the Rochester area, later added 14,000 square feet, and then planned a 55,000-square-foot expansion COMIDA.
The design for that expansion included COMIDA:
- 365 workstations
- Cafeterias and break rooms
- Large conference rooms
- A fitness center
- Structural upgrades
- Ceiling and lighting work
- Networking closets, plus new electrical and low-voltage wiring
- New finishes and ADA upgrades
That is a full interior fit-out. The structural, electrical and accessibility items show it went well beyond furniture and paint.
Timeline and a Note on the Numbers
The expansion moved quickly. In April 2026, the project was reported as pending incentives, with a COMIDA public hearing scheduled for April 15 and a board vote expected at the April 21 meeting Rochester Business Journal. Completion was reported on October 9, a little under six months later Rochester Business Journal. The October report says the company received its sales tax exemptions last year, which does not match the April timeline, so the exact approval date is unclear from the sources Rochester Business Journal.
The sources describe the starting point differently. The October report says the space grew from roughly 20,000 square feet to 90,000 square feet Rochester Business Journal. The April report described a 55,000-square-foot addition to a 34,000-square-foot office, which totals about 89,000 square feet Rochester Business Journal. The figures are consistent on where the office ended up and differ on the baseline, which likely reflects the interim 14,000-square-foot addition noted in the application COMIDA.
Employment figures have also moved. The April report put the Pittsford office at roughly 60 people and said the upgraded space could support up to 600 employees on site Rochester Business Journal. The application listed 56 Rochester employees relocating to Pittsford, 150 more to be added by December 31, 2027, and a target of 600 based in Pittsford after the expansion COMIDA. The current count of 278 tied to the region shows hiring is well underway but has room to run Rochester Business Journal.
The dollar value of the sales tax exemptions was not given in the reports reviewed Rochester Business Journal.
Implications for Owners, Developers, Contractors and Subs
- Suburban office is not dead in Rochester. A national software company more than doubling its footprint on Monroe Avenue is a counterweight to the vacancy story. Growth is going to modern, amenity-rich space.
- Tenant improvements are steady work. A $5.7 million fit-out of about 55,000 square feet is the kind of interior project that keeps carpenters, electricians, low-voltage installers and finish trades busy without a new building.
- Sales tax exemptions apply to fit-outs. Tenants and landlords planning large interior projects in Monroe County should look at whether IDA sales tax relief on materials and equipment is available, and build the approval calendar into the schedule.
- Amenities are part of the base program. Fitness space, cafeterias and large conference rooms were specified from the start. Owners competing for tenants should expect those requests.
- Fast schedules reward early procurement. A project still described as planned in April and complete by October leaves little room for long-lead electrical gear, lighting and furniture.
What to Watch
- Hiring against the commitment of 150 added employees by the end of 2027.
- Whether other human capital management firms in the region expand their space.
- Further leasing and reinvestment along the Monroe Avenue corridor in Pittsford.
Bottom Line
Paylocity's Pittsford office is now its second-largest anywhere. The $5.7 million build-out was supported by county sales tax exemptions and finished by early fall, adding a sizable block of modern office space and several hundred jobs to the Rochester area.
