True North Apartments, a $39 million affordable and supportive housing development with an 8,700-square-foot outpatient wellness clinic, is now complete in Rochester's Northeast neighborhood. Governor Kathy Hochul announced the opening on September 30, 2026, finishing a three-building project that broke ground in December 2024 Office of Governor Kathy Hochul Christa Construction.

The project combines 70 apartments with an on-site behavioral health clinic, a model that brings together housing finance, supportive services and healthcare construction on one scattered-site campus.

What happened

The development includes three newly built buildings within a half mile of each other: two residential buildings and one outpatient wellness clinic Office of Governor Kathy Hochul. DePaul lists the residential addresses as 536 Central Avenue and 141 Portland Avenue DePaul. The Finger Lakes Area Counseling and Recovery Agency (FLACRA) Wellness and Recovery Clinic is at 373 North Street Office of Governor Kathy Hochul.

13WHAM toured the Central Avenue building during an open house on September 30 and showed furnished apartments, kitchens and community space 13WHAM.

  • Sustainability: The development is all-electric and designed to Enterprise Green Communities 2020 Plus standards, with ENERGY STAR appliances, solar panels, water-conserving plumbing and low- or no-VOC materials Office of Governor Kathy Hochul.
  • Partners: DePaul, FLACRA, Person Centered Housing Options and Rochester Interfaith Development Corporation Office of Governor Kathy Hochul DePaul.

How it was financed

  • Federal and state Low-Income Housing Tax Credits from New York State Homes and Community Renewal (HCR), expected to generate nearly $20 million in equity.
  • $10.5 million in HCR subsidy.
  • $5.5 million from the Office of Temporary and Disability Assistance Homeless Housing and Assistance Program.
  • $750,000 in HUD HOME funds through the City of Rochester.
  • More than $385,000 from the HCR and NYSERDA Clean Energy Initiative.

Those figures come from the state's announcement, which also said operating support will come through the Empire State Supportive Housing Initiative Office of Governor Kathy Hochul. Senator Charles Schumer said the federal tax credit delivered more than $16 million toward the 70 apartments Office of Governor Kathy Hochul.

Reported costs differ slightly. The state cites $39 million, 13WHAM reported $38.7 million, and the 2024 groundbreaking coverage cited $38 million Office of Governor Kathy Hochul 13WHAM WHEC. The differences reflect rounding and normal changes in budget between groundbreaking and completion.

Construction timeline

Christa Construction announced that the project broke ground in December 2024 and said it was expected to open in summer 2026 Christa Construction. WHEC reported at the groundbreaking that the project had been 10 years in the making and would use sites on Central Avenue, Portland Avenue and North Street WHEC. Completion in late September 2026 puts delivery about 21 months after groundbreaking.

"These 70 new affordable homes will provide stability and opportunity for residents," Hochul said Office of Governor Kathy Hochul. Rochester Mayor Malik D. Evans said the project "directly aligns with our mission to build a safe, equitable and prosperous Rochester" Office of Governor Kathy Hochul.

Why it matters

Supportive housing paired with clinical space is becoming a steady segment of Rochester's affordable housing pipeline. The state said HCR has created or preserved more than 6,500 affordable homes in Monroe County under the governor, and nearly 5,000 in Rochester Office of Governor Kathy Hochul. The enacted FY27 state budget also includes $250 million in capital funding to speed construction of new affordable homes Office of Governor Kathy Hochul.

The all-electric design also matters for builders. As New York's electrification push expands, all-electric multifamily work with solar and high-efficiency systems is becoming a baseline expectation on state-financed projects.

Implications for owners, developers, contractors and subs

  • Nonprofit developers: Layered financing from LIHTC, HCR, OTDA, HUD HOME and NYSERDA remains the standard model for supportive housing in Rochester.
  • General contractors: Scattered-site projects with a separate clinic building call for coordinated schedules and logistics across several small sites.
  • MEP subs: All-electric heating, cooling and hot water plus solar are now common scopes on state-backed housing.
  • Healthcare trades: Outpatient behavioral health space adds clinical fit-out requirements to typical multifamily work.

What to watch next

Watch lease-up of the 70 apartments, the clinic's ramp toward its 3,000-person annual capacity, and new HCR and OTDA awards for Rochester supportive housing as the FY27 capital funding is deployed Office of Governor Kathy Hochul.

Bottom line

True North delivers 70 affordable apartments and a community wellness clinic in Northeast Rochester. It is a clear example of the layered public financing and all-electric design that will define much of the region's affordable housing construction in the years ahead.
