Hyatt Regency Rochester Owners Seek COMIDA Incentives for $16.1M Renovation

The owners of the Hyatt Regency Rochester have applied to the County of Monroe Industrial Development Agency (COMIDA) for tax incentives to support a $16.1 million renovation of the 25-story downtown hotel at 125 East Main Street. A public hearing is scheduled for Thursday, October 15, 2026, and a board vote is expected on October 20. This is a developing story.
What Happened
The Rochester Business Journal reported on Wednesday, October 7, that the hotel's ownership group is planning a $16.1 million capital program and has asked COMIDA for assistance (Rochester Business Journal). COMIDA's hearing notice, dated October 5, names the applicant as 125 EMS Hotel LLC, a Delaware limited liability company (COMIDA).
According to the notice, the project covers a leasehold interest in the existing hotel, renovation and rehabilitation of the building, and the purchase and installation of machinery and equipment. The work is described as upgrades to guest rooms, common areas, food and beverage offerings, meeting and event spaces, and building systems (COMIDA).
What Is Confirmed
The scope reported from the application includes (Rochester Business Journal):

- Meeting space and audiovisual upgrades
- New cooling towers
- Fitness center and pool renovations
- Acoustic remediation
- Escalator replacement
- New rooftop signage and entryway improvements
The requested assistance has three parts, which match the categories listed in the hearing notice: an 18-year property tax abatement valued at $2,066,629, a sales tax exemption of $580,800, and a mortgage recording tax exemption of $120,750 (Rochester Business Journal). That is roughly $2.77 million in total requested benefits.
The City of Rochester supports the request. Erik Frisch, the city's commissioner of business and neighborhood development, submitted a letter backing the payment in lieu of taxes (PILOT) agreement, and MRB Group prepared the project analysis (Rochester Business Journal).
The hotel opened in 1992 and was last renovated in 2017. It employs 115 full-time and 62 part-time workers. The ownership group includes Dave Christa and four irrevocable trusts, and the owners cited evolving guest expectations as a reason for the work (Rochester Business Journal).
What Is Not Yet Known
- No general contractor, architect or construction schedule has been publicly named.
- Whether the hotel will stay fully open during construction has not been stated.
- The sources differ on two details. The COMIDA notice describes a 350-room hotel and sets the hearing for 10:00 a.m., while the Rochester Business Journal reports 336 rooms and a 10:15 a.m. start. Confirm the time with COMIDA before attending.
- COMIDA has not approved the incentives. Nothing is final until the board votes.
What It Means for Owners and Contractors
For subcontractors and suppliers, the listed scope points to several distinct trade packages: mechanical work on the cooling towers, vertical transportation for the escalators, acoustical work, audiovisual and low-voltage systems, pool and fitness finishes, exterior signage, and guest room interiors across a 25-story tower. Work in an occupied downtown hotel usually calls for phasing by floor, tight logistics and limits on noise and working hours.
If the PILOT is approved, the project would carry workforce goals of 20 percent minority workers, 6.9 percent women and 25 percent City of Rochester residents (Rochester Business Journal). Firms that want to bid should plan for that reporting.
For building owners, the application is a current example of how sales tax, mortgage recording tax and property tax relief can be combined on a renovation of an existing commercial property, not only on new construction.
