A proposal to build 412 homes and apartments on roughly 178 acres in the Village of Honeoye Falls drew another round of resident concern at a Zoning Board of Appeals meeting on Monday, October 5, 2026, and the project remains unapproved. The plan, known as Copperfield, calls for 242 single-family homes and 170 apartments near Quaker Meetinghouse Road, East Street, Hyde Park and Chase Meadow Trail, according to 13WHAM.

For a village of this size in southern Monroe County, the proposal is a large one. It is also a useful case study in how a major residential subdivision moves through local review in New York: a long conceptual phase, a public hearing that stays open across several meetings, and a thick file of technical studies and agency letters that the reviewing board has to work through before it can vote.

What Happened

Residents filled the October 5 meeting to speak about the project, 13WHAM reported. The concerns raised were traffic congestion, environmental impact, safety, housing density and the added load on ambulance and fire services.

One resident, Jim Meyers, summarized the objections for the station: "We're concerned about it because of the traffic congestion it threatens to create in the community," he said, adding that neighbors "have a long list of concerns" 13WHAM.

Mayor Rick Milne told the station that the village did not initiate the project. The developer, which already owns the property, approached the village with its plans, and the land has been eyed for residential development for decades, according to 13WHAM. The station's report did not name the developer. The village's project page lists a "Morrell Letter of Intent" among the application documents Village of Honeoye Falls.

The Timeline So Far

Copperfield has been in front of the village for more than a year. 13WHAM laid out the sequence:

  • Conceptual plans were first presented in July 2025.
  • A second presentation followed in July 2026.
  • A public hearing opened on September 14, 2026 and is still ongoing.
  • The Zoning Board of Appeals took further comment on October 5, 2026.

Village officials said additional information and questions will need to be addressed before the project moves forward, and that any significant change to the plans would require another public hearing 13WHAM.

Where Things Stand

The project is early in review and has no approval. In Honeoye Falls, the Zoning Board of Appeals is the body responsible for reviewing and approving site plans, subdivisions, special use permits, variances and other land-use applications. It has five members, and three affirmative votes are required to approve an application Village of Honeoye Falls.

The application file the village has posted shows how much material the board has in front of it. It includes a subdivision application, a Full Environmental Assessment Form, an overall design layout, a phasing layout and a landscape plan. It also includes an engineering report, a geotechnical report, a stormwater report, a traffic study, a wetlands report and an archaeological survey Village of Honeoye Falls.

Outside agencies and service providers have weighed in as well. The village page lists responses or comment letters from the Monroe County Planning Department, the Monroe County Water Authority, the City of Rochester on water, the New York State Department of Environmental Conservation, the New York State Department of Transportation and the state historic preservation office. It also lists letters from the Honeoye Falls-Lima school district, the Honeoye Falls Fire Department, the village engineer and the village wastewater treatment facility Village of Honeoye Falls.

The surrounding town is engaged too. The Town of Mendon posted a notice on September 16, 2026 sharing a letter it sent to the village about the project, which it said gives background on the town's position and its communication with the village Town of Mendon. The Mendon Town Board's comments are part of the village file Village of Honeoye Falls.

Implications for Owners, Developers, Contractors and Subs

Developers should read this as a reminder that scale changes the review. A 412-unit plan with a phasing layout draws traffic, stormwater, wetlands, water, sewer, school and emergency service questions all at once, and each one generates its own letter in the record Village of Honeoye Falls. Budgeting time for more than one hearing night is realistic. Here the hearing has already run from mid-September into October 13WHAM.

Site and civil contractors have the most to watch. Bottom Line

Copperfield is a proposal, not a project.
