Rochester, New York is making a significant investment in affordable homeownership through a new initiative announced on November 10, 2025. Mayor Malik D. Evans announced Rochester Roots, a $13 million affordable homeownership initiative that will bring high-quality, energy-efficient single-family homes to the JOSANA neighborhood, according to official announcements from the City of Rochester and Monroe County.
The Rochester Roots project represents a bold step forward in addressing the region's housing challenges. The project, led by the Rochester Land Bank Corporation in partnership with Rochester's Cornerstone Group, will create 15 new homes on vacant and underutilized parcels to support long-term neighborhood stability and generational wealth building for city residents.
The new homes will include a mix of ranch and two-story townhome models, all featuring modern specifications designed for contemporary living. All homes will feature all-electric heating and cooling systems, porches, and detached garages, addressing energy efficiency and lifestyle needs.
Accessibility is a priority in the project design. One home will be fully ADA-compliant, and another will include accessibility features suitable for individuals with hearing or visual impairments. All homes will feature a zero-step entrance, wider main-floor doorways, and a main floor half bathroom to improve accessibility for residents and guests.
Homes will be available to income-eligible buyers earning at or below 80% of Area Median Income (AMI), with a focus on supporting households between 50% and 60% AMI, according to the City of Rochester. Buyers must obtain a traditional mortgage and will receive homebuyer preparation support including credit counseling, home maintenance guidance, and financial education to promote long-term success in homeownership.
The homes will carry a 30-year resale requirement to ensure they remain accessible as an affordable home for coming decades, protecting affordability for future generations of Rochester families.
The project is expected to begin in early 2026 and will start accepting applications next summer. Applications are expected to open in summer 2026, allowing time for community outreach and preparation.
This significant investment comes from multiple sources working together to support Rochester's housing goals. Funding for the project includes support from New York State Homes and Community Renewal, ESL Foundation, NYSERDA, Monroe County, the Rochester Land Bank Corporation, and the City of Rochester.
