The project represents a complete reimagining of the airport campus, with improvements across terminal operations, passenger experience, and critical infrastructure. Construction teams have delivered upgrades designed to position the airport as a 21st-century travel hub serving the greater Rochester region and beyond.

Comprehensive Terminal Renovations and Passenger Experience

The airport terminal has undergone a complete architectural redesign, including a comprehensive overhaul of the main entry, ticketing areas, and baggage claim zones. Key passenger-facing improvements include:

  • Enhanced natural lighting and LED fixtures throughout the terminal, creating a modern, welcoming environment
  • Upgraded wayfinding system to improve navigation for travelers
  • Expanded entrance canopy and enhanced signage for better visibility
  • New mobile app providing real-time parking, flight, and airport information

These enhancements create a first impression experience that reflects Rochester's commitment to hospitality and modern infrastructure, according to Monroe County Executive Adam Bello, who noted that the airport now offers "top ten airport amenities and services."

Campus-Wide Infrastructure Upgrades

Beyond the terminal, the project included significant infrastructure improvements across the entire airport campus:

  • Three new elevators modernizing vertical transportation
  • New parking garage guidance system for improved navigation and efficiency

  • Four replacement jet bridges enabling modern aircraft boarding operations

Honoring Service and Culture

The revitalization project includes two significant cultural additions to the airport: an expanded William T. Perkins Jr. Veterans Area and a new Frederick Douglass Cultural Area.

The Veterans Area honors late Marine Corporal William T. Perkins Jr., a Vietnam War photographer from Rochester who earned a posthumous Medal of Honor. The expanded space now provides a dedicated area for reflection and gathering, featuring exhibits honoring service members from every branch of the military.

The Frederick Douglass Cultural Area transforms the former observation deck into an educational experience, showcasing historical documents, artifacts, and displays highlighting Douglass's impact and his time in Rochester.

Part of Statewide Airport Initiative

This Rochester project is one of nine revitalization initiatives funded through New York State's Upstate Airport Economic Development and Revitalization Competition, which allocated $230 million across the state. Governor Hochul announced the competition in September 2022, administered by the New York State Department of Transportation.

To date, six airports have completed projects under the competition:

  • Frederick Douglass Greater Rochester International Airport ($38 million)
  • Ogdensburg International Airport ($25 million)
  • Greater Binghamton/Edwin A. Link Field Airport
  • Saratoga County Airport
  • Syracuse Hancock International Airport
  • Sullivan County International Airport

Three additional airports will continue work in 2026: Albany International Airport, Adirondack Regional Airport, and Watertown International Airport.
