Rochester, NY – On November 10, 2025, Monroe County Executive Adam Bello and Rochester Mayor Malik Evans announced a transformative $13 million investment to expand affordable homeownership opportunities in Rochester's Upper Falls neighborhood. The First Genesis Single Family Homes project represents a collaborative effort between local government, faith organizations, and development partners to address Rochester's housing affordability crisis.
The groundbreaking for the First Genesis Single Family Homes project marks the beginning of construction on 22 new single-family homes in a historically redlined and predominantly minority community. The $13 million investment is strategically structured:
The project is being developed by First Genesis Development Corporation in partnership with Rochester Management Inc., Atlas Construction, and Passero Associates.
When complete, the development will provide a diverse mix of housing options:
All homes will be designed for sustainability and accessibility. Three homes will be fully ADA-compliant with roll-in showers, grab bars, and accessible kitchen features. The homes are being designed with energy efficiency in mind, with HCR providing a $20,000 subsidy for homes meeting energy efficiency performance standards, promoting both environmental and economic sustainability.
The First Genesis project specifically targets households earning between 50–60% of Area Median Income (AMI). All buyers must complete a HUD-certified first-time homebuyer education program before purchase, which will include:
This comprehensive support is designed to promote long-term success in homeownership and protect the generational wealth-building opportunity.
This project represents significant opportunity for construction professionals in the Rochester area. The groundbreaking signals the start of active construction with expected completion by 2027. Local contractors should monitor the project for subcontracting and supply opportunities.
The use of energy-efficient construction standards and ADA compliance requirements means contractors will need expertise in these specialized areas. The project's focus on quality and accessibility also sets a benchmark for residential construction standards in the region.
Rochester, like many mid-sized cities, has faced decades of disinvestment in residential neighborhoods. This project directly addresses that legacy through deliberate reinvestment. According to project statements, the homes will carry a 30-year resale requirement to ensure they remain accessible as affordable housing for coming decades.
Mayor Evans stated: "Homeownership strengthens families, stabilizes neighborhoods and builds generational wealth. The momentum we're seeing here is proof that these investments inspire confidence and that confidence inspires hope that continues to move our city forward."
The project reflects strong collaboration between multiple stakeholders including First Genesis Development Corporation, Rochester Management Inc., Monroe County Government, City of Rochester, New York State HCR, and U.S. Congressional and State Leadership.
Construction has already begun. Homes are expected to be completed by 2027. Applications from qualified buyers will open Summer 2026, with priority given to households earning 50–60% AMI.
