The Del Webb senior residential development calls for 317 single-family detached homes on 176 acres just south of Highway 34/Country Club Road Southwest and west of 45th Avenue Southwest. The developer has planned an expansive community amenity center and will preserve over 50 acres of open space, including parks, wetland areas, stormwater management and floodplain areas, according to the Environmental Assessment Worksheet filed with the city.

In September 2025, the Rochester City Council voted to annex 120 of the 176 acres into city limits, a crucial step that moved the project closer to realization. The entitlement process continues with major land subdivision plat review and civil plan review phases underway, according to Irene Woodward, Rochester's community development director.

Rochester is experiencing rapid growth driven by Mayo Clinic expansion and the Destination Medical Center (DMC) initiative. According to the city's 2040 Comprehensive Plan cited in the project's Environmental Assessment Worksheet, Rochester expects to add 55,000 new residents and 50,000 new jobs by 2040, necessitating 24,000 new housing units.

The timing of this Del Webb project reflects realistic market assessment. Through November 2025, Rochester has permitted 412 new housing units—down from 969 during the same period in 2024—but this represents a strategic pause rather than a slowdown in overall development interest. According to the Keystone Report, more multifamily units are in the pipeline.

The city's robust permit activity underscores this momentum. Through October 2025, Rochester issued permits for more than $1 billion in projects, including residential and nonresidential construction. Major institutional projects from Mayo Clinic have played a key role in driving this investment wave.

Woodward noted that the city is seeing both apartment and single-family construction interest. "We're also starting to see an uptick with some of our single family," she stated. "We're starting to see all of that come together."

Pulte's interest in Rochester cannot be separated from Mayo Clinic's transformative investments. The 20-year, $5.6 billion Destination Medical Center initiative and Mayo Clinic's six-year, $5 billion investment plan (Bold. Forward. Unbound.) have been major economic drivers, attracting not just healthcare investment but residential and commercial development throughout the region.

During the past year, the city issued the first permits for Bold. Forward. Unbound. projects and work at Mayo High School, among other initiatives. This upstream investment in Mayo facilities creates downstream demand for residential options as the workforce expands.

The project remains in the environmental review phase overseen by Rochester's development authority. Pulte must navigate remaining approvals, including major subdivision plat and civil plan review. The annexation of 120 acres has already been completed, clearing a major hurdle.
