Perinton Development Moves Forward with Hartwell Heights Project

The Town of Perinton has approved a mixed-use residential development that will bring 23 new residential units to Route 96, combining new construction with adaptive reuse of existing structures. Developer Dennis Wilmot, through WDG2, LLC, received preliminary and final site plan approval on December 15, 2025, for the Hartwell Heights development on 3.43 acres.

Project Components and Design

The development creates a 'village aesthetic' by incorporating three existing structures—an existing single-family home and a 1,900-square-foot office building—while adding 23 new residential units. The project includes:

  • Two-story, 10-unit apartment building
  • Two-story, six-unit apartment building
  • Five cottage-style single-family homes
  • Two single-family townhomes

The development spans three properties at 2 Thornell Road and 589 and 597 Pittsford Victor Road in Perinton.

Approval Process and Community Input

The initial proposal submitted to the Town of Perinton called for 27 new residential units across four tax parcels. Following feedback from municipal boards and the public, the applicant scaled back the second apartment building from 10 units to six units, resulting in the current 23-unit proposal.

The development process involved several key approvals:

  • August 2025: Town Board granted special use permit for mixed-use development
  • August 2025: State Environmental Quality Review Act (SEQR) negative declaration issued
  • November 2025: New York State Parks and Historic Preservation office approved plans
  • December 15, 2025: Planning Board granted preliminary and final site plan approval
