
The California High-Speed Rail Authority released a $3.5 billion Request for Proposals on November 26, 2025, marking a major acceleration in the nation's first true high-speed rail system under construction. The Track and Systems Construction Contract will deliver all infrastructure necessary to transform civil works into a functioning high-speed rail system, including: High-speed track installation, Overhead contact system (OCS) for catenary and power delivery, Train control systems for signaling and operational control, Communications infrastructure with redundant networks, and Testing and safety certification for pre-revenue service verification.
The Authority has completed construction of a critical logistics hub that will support rapid systems deployment. A 150-acre railhead facility in Kern County has completed track installation and is positioned as the logistical hub for high-speed rail materials. This facility functions as the southern terminus of the Central Valley segment and will receive freight trains delivering track, systems components, and construction materials directly to installation points along the 119-mile alignment.
The railhead eliminates the need for highway transport of heavy rail components, reducing costs and accelerating material delivery to construction sites. Track installation is expected to begin in 2026.
The track and systems contract represents the next phase of a massive infrastructure program. Current project status includes: 171 miles under design and construction from Merced to Bakersfield, more than 70 miles of guideway complete, nearly 60 fully completed major structures including bridges and viaducts, and 30 additional major structures under construction across Madera, Fresno, Kings and Tulare counties.
Looking statewide, 463 miles of the 494-mile San Francisco to Los Angeles/Anaheim system are fully environmentally cleared and ready for construction, setting the stage for expansion beyond the current Central Valley segment.
The project has already generated substantial employment and continues to expand. Since construction began, the California high-speed rail project has created more than 16,100 good-paying jobs, with the majority filled by Central Valley residents. The project demonstrates commitment to local workforce development and economic opportunity.
Currently, up to 1,700 workers report to high-speed rail construction sites each day across the Central Valley, with employment expected to accelerate as the track and systems contract begins. These positions represent skilled and semi-skilled construction trades including heavy equipment operators, ironworkers, electricians, laborers, and specialized rail workers.
The $3.5 billion scale of the contract will attract major construction firms with heavy rail experience. Anticipated bidders will likely include national and international contractors with experience in heavy civil construction, rail track installation, electrical systems integration, high-speed railway operations, international rail standards compliance, and fast-track project delivery.
